Technically you can be striked outside of the base depending on the reason (Raiding another agency, double jobbing, rude to workers outside of the agency) but this reason I find rather ridiculous. If it is Tiffy's room he is allowed to do what he wants to his own room and he does not have to follow the orders from someone else in his own room.
